PIPE LINES ACROSS H.K.HARBOUR.
We have the honour to submit our tender for the
provision and construction of the pipe lines across Hong Kong
Harbour as proposed in the documents and drawings under your
Reference . Hong Kong 3621.
As we find that it is impossible to obtain delivery
of the necessary pipes, ball and socket joints and other materials
within the prescribed period, that there are difficulties in
securing the necessary dredging appliances and that the working
period would be seriously curtailed by the annual Chinese festivals,
we have decided that we cannot make an offer to complete the
work by April next. As the typhoon season extends over the
months of May, June, July, August and September, our tender has been
made up to allow for operations to be put in hand on or about
September 1st, 1926, depending on the weather prospects at that
time, and to be completed six months from the date of commencement.
It will be understood that on account of the nature
of the operations involved in this undertaking, on account of
the risk of accidents from numerous causes beyond our control, and
in view of the existing political situation - not only in Hong
Kong but in China generally we have had to make provision in
our tender for certain contingencies which may or may not arise.
We have therefore prepared an alternative offer to
execute the work for the Colonial Government at cost plus a fixed
fee to include our remuneration, our London Office charges and a
